What if Canada was to step into provincial sovereignty only for such things as environmental and social considerations ?… And what if that influence was to simply take the form of an additional financing that would be conditional to the application of some specific measures, but only provided that the provincial government would decide to accept this additional financing in the first place ?… In other words, what if the federal policies could work just as any sound and functional policy ?…

Thus, each province would have the license to apply the federal policy in the way that would appear to it as being the most appropriate to its own particular reality… Actually, each province would have the leisure to decide whether to apply the federal policy or not, depending on whether a province decides to accept in the first place the additional financing that comes with that policy !… Then, each province would be free to spend the federal money in the way it wants to do so, but the federal government government would also be free to dispense its money to a province only if it first agrees to take action at a certain level… If everyone can be happy, how could there be a problem after all ?…

In other words, if federalism was truly based on freedom of adherence and on respect of diversity… How could it not be a good thing, then ?…

What if Canada was to realize that power cannot come from control and imposition, but only from unity and harmony ?… And how could there be genuine unity in a group if adhering to it is not voluntary ?… How could there be harmony in a group if all members involved do not allow each other to go their own way ?…
